I had the same doubts before i applied for a license in Bangalore and because of that never applied at all. Last week i finally managed to apply for it.
So dont worry about the sanction - just apply. Finally there is only one outcome - sanctioned or denied.

TRUE Story - D K wants a gun licence.
Location - Patna, Bihar

As narrated to me by a close friend. THis story is a true account.


25 year old DK, a shooting enthusiast wishes to purchase an NP Bore rifle to participate in local and all India level competitions.

DK goes to the collectoriate grounds - purchases an Arms License application form and fills it up.

He goes to the local police station and gets it cleared. He goes to the City Sp's office who is a St. Stepehns educated guy and an ex senior of DK at school. THe City SP endorses the application, offers DK tea and sends him to the SSP. THe SSP also signs it and recommends he go to the police line and take the Co officers sign as well. He phones the CO. DK goes there has a congenial meeting with him. The CO signs the form.

Next DK goes to the arms magistrate. He has mentioned in special consideration that he is a good shot and wishes to participate in competitions. He hopes to bring medals for his state and country.

The Arms magistrate throws the application at his face. Says if you are such a great shot where is the NRAI certificate ? DK says he got to have a rifle first to go to the NRAI or any other competition, he cant shoot with borrowed rifles all the time. By the way the Arms magistrate was drinking Beer in his office.

DK is dejected. He goes to his maternal uncle who is a Judge in the Bihar High Court. The Judge phones up another judge who’s nephew is the District Magistrate ( Commissioner ) of Patna.

The Judge writes a recommendation letter to his nephew. DK visits him, he is courteious to DK, and writes a comment on the application – Please put up in file.

DK is a management trainee with a top Indian Corporate house now. He returns to Patna that winter and with his own earnings bribes Rs. 100 to a cleck in the Arms magistrate office to give him update of his application.

The application is in the files of last year allright, and is just lying there.

Thus ends the pursuit of DK for an arms licence.

So nor connections or money seems to work eh? Maybe he should have just given his application to the arms magistrate without saying much. Looks like he rubbed him the wrong way.

Sometimes it may be better just to be an ordinary joe with a NRAI or state association membership. Sad though, I hope your pal gets his license soon.

This story is old, since then the guy must have moved on in life, perhaps he doesn't live in Bihar any longer, but it will be true for other states of India too I guess. These incidents related above are of 1990 to 1994.

I don't know much what happened much after that for I left India then.

Hi Sniper, well i live in the US so practically will never apply for an arms license in bombay but my home town is bombay so am always eager to know other's experiences. In the US, we enjoy guns probably more then anybody in the world. The only thing you cannot buy here is a cannon only coz accidently you may blow your neighbour's house .

around 2 yrs back i had heard that you will get a firearm license only if your life is at risk, meaning somebody has attacked you in the past. i don't know much details but is that, that difficult ? and thats the reason i am looking for somebody from bombay with a firearm license.

Sombody have commented on this thread saying that his friend was denied license in bombay coz his reason was not sufficient, can you pls give the full story here.

You can own a cannon in USA.One of the members and a moderator here,Mark had posted a photo of his cannon hitched to a jeep.You can even build a muzzle loading cannon there.

As far as owning a firearm being a hassle free experience in USA,ngrewal,a member who lives in New York had to face some difficulty in getting a permit to own a shotgun.So even in USA,it depends on where you stay.

Yes, i agree. This is somewhat kinda weird, in some states you can even own a cannon and in some state you even need premits to buy airguns. e.g. Texas doesn't have that much restrictions on firearms but on the other hand, in New Jersey you need special permit to buy an airgun.

well lets not divert from the topic, so penpusher do you own a firearm license ?

from my study, what i have seen is, people who do not live in a metro city face less difficulty in acquiring a firearm license... i may be wrong and this might depend on individual case/application but ... somewhat its true.

well good luck and pls keep this thread posted on how it goes, i would love to know your experience.

terrorist prbs is a whole diff thing but don't you think that educated responsible civilians in any country, should have right to bear arms ? and thats what should happen in India too. . I would say don't allow cannons .. at least allow 9mms

Black powder cannons can be a fun toy... Anyhow, first things first - let's try and get the ban on imports lifted 1st -> then better licensing norms -> then we can worry about the rest!

Unless you are really well connected, it is doubtful that you will get all three licenses in one go, though this is not entirely unheard of. Apply for one first and when done try for your second and third after some time. So long as they are all for NPB firearms all three will be entered on the same booklet/ license no.

On a similar note, Abhi I am thinking of applying for a second handgun license. I believe I can do it under the protection category, right?

But a lot of police officials have told me that only 1 handgun for protection is permitted. How can I convince them (not hurting their egos)?
