I too, had a rifle , a .315 on my All India License about 10 years back and had it changed from Rifle to NPB Revolver. I had it done by applying to my original License Authority/in Delhi, and it was done within a month. I have no idea about the process in UP but it should be no different.
All the best

It has been told in the Lucknow DM Office that after implementation of the aayudh adhiniyam 2016, change in the bore is not possible.

I had applied for a sale permission for my SBBL, holding from 2002 and requested to buy a Pistol/Revolver. Within a month, orders were issued to me to sell the SBBL and to buy a Pistol/Revolver. Accordingly I had completed the process.
Now i own a RFI 2023 model Pistol. My license is valid only for Tamilnadu State. The same Act is also for tamilnadu , I think :x :x :x

Change of Bore on an existing licence is not permitted, you will have to apply for a fresh licence.

Different procedures are followed at different places. Here in Punjab, bore change is very easy process but the same is difficult in UP
