If you go for "imported" revolver from some arms dealer, there is no guarantee that you are paying lakhs of rupees for a product that has not been repaired or is not a counterfeit. You are spending your money on just good faith and belief.
If you buy directly from IOF, it is certain that the product is genuine and new. It is well known that IOF products usually do not have good finish and in many cases the quality not very consistent. A good gunsmith can usually fix these issues if you are willing to spend a few thousand more. If you use the search box in upper right hand corner of this website to search for bobby sidhu, you will find that he has refurbished many IOF firearms and the firearm owners seem to be happy with the results. Given the extortionate prices of "imported" firearms due to the silly import restrictions prevailing for more than 25 years, buying from IOF and getting refurbished from a knowledgeable gunsmith seems to be the practical option for "common man".
Ultimately you are the best judge to decide where you want to spend your money, on "foreign made" or IOF product.

1.The IOF has a transfer bar safety, the Webley does not.
2.Even a B series Webley would be at least 50 years old.
3.Webley B series has small grips where as IOF grips are more comfortable.
4.Buying IOF you save more than 2 lac that can be invested somewhere else.
Coming to S&W, there is nothing that can be said against it. Their quality is of very high standard. But considering the fact that it fires same bullets (same stopping power) as the IOF I think 6-7 lacs is too much.
So I would choose IOF. My experience is that it will go bang each time you pull the trigger. Also it is not the gun that matters but the man behind the gun, as proven in this video.....
