No doubt. .380 is one of the best bore available for civilians. It is equipotent to 9mm which is commonly used by forces.

As Winnie points out there are significant differences in performance between the various 9mm cartridges. The three most popular 9mm diameter cartridges(in the US) are listed below. With the breakup of the Soviet union, large numbers of surplus Makarov and Makarov clone pistols were released into the west for sale. The reliability and smaller size of the typical Makarov type pistol made them popular as they appeared just about the time that the concealed carry movement was sweeping through the US. While there are no official SAAMI pressure specs for the 9x18mm cartridge, tests indicate that surplus ammunition develop pressures in the mid 20,000 psi, significantly less than the 35,000 psi or more generated by 9mm Parabellum loads. As such it is designed to be used in low powered blowback semiautomatics, much like the .380 ACP cartridge, rather than locked breech designs encountered, but not always required, for higher pressure cartridges like the 9 mm Parabellum.
The 9x18mm cartridge is not interchangeable with the more powerful 9 mm Parabellum or 9 mm Largo, and its ballistic performance is much closer to the .380 ACP.

I hope this helps dispell some of the confusion that occurs when discussing the various 9mm cartridges.

I like to compare all of these with the .38 Special, which for years was considered a sufficient man-stopper.

In general, I would compare small semi-auto pistols shooting the .380 and 9mm Makarov with a snub nosed, or 2" barrel revolver, like the Colt Detective Special or S&W Chief Spl. Even here, the small semi-autos are still more compact. With the 2" barrel, the .380 and 9mm Makarov will bracket .38 Special and .38 Special +P loads in a 2" snubby pretty well. The 9mm P is quite a bit more powerful than any of these rounds. However, to match these lower powered rounds in concealed use, you would be looking at something like a 9mm P Kahr, or some such thing, which may not be readily available.
