Dear Prince ,
Kindly visit the Delhi Police web site ,download the application form and apply. You have not indicated in which part of Delhi you are living. In case, it is convenient visit the Office of DCP ( licensing0 located opposite Mulchand Hospital on South Extension side of Defense Colony and submit the application along with supporting documents. If the authorities are satisfied of your need to have a fire arm, the needful will be done. It may take upto three months, but can be faster if you can push through the case at different stages.Keep a good contact with the SHO of your local police station.Your educational qualification is of no direct relevance to the issue of a fire arm license.

Jignesh,
Please try and express yourself in English. We have members from abroad too who might not follow our language. If you have any specific queries about license applications, you ought to post them in the legal section.

Yes please express in English and no capital letters please.
If the authorities are satisfied of your need to have a fire arm, the needful will be done.
It is well established by courts that getting an arms license is not a question of "need" or "no need" or "threat" or "no threat" but a matter of right, if one is not disqualified under Section 14 of Arms Act 1959. All these ideas are the creation of the over clever minds of our babus who want to deny every right of citizens under one excuse or the other. Arms Act 1959 is just a regulatory law to regulate the fundamental right to Keep and Bear Arms guaranteed under Articles 19 and 21 of Constitution of India. Just search for "RKBA Article 19 21" in google, the first search result explains it in detail.
